1. What if I want to request an exemption to the residential fire suppression requirements?

Exemptions will be reviewed and approved on a case-by-case basis. Please complete an application form to request an exemption. 

2. Who determines the minimum water tap/meter size required for a dwelling unit provided with a residential fire sprinkler system?

The permit applicant’s residential fire sprinkler system design consultant should size the water service in accordance with Section P2903 of the 2021 International Residential Code (IRC).

3. What if a water tap/meter size greater than ¾ inch is required based on the residential fire sprinkler system design?

For many moderate to larger single-family dwellings, a 1-inch water tap/meter will be required to meet the needs for a residential fire sprinkler system. If a 1-inch tap/meter is required, the 3/4-inch tap fee will be charged. However, a fire flow surcharge of $170 will be added to the 3/4-inch tap fee.

4. What if 3/4-inch water service piping is already installed within a portion of a development?

If 3/4-inch water service piping was ordered and installed prior to the publication of this bulletin, those affected dwelling units within each Filing shall be identified on an updated development site plan. Future orders and installations are required to comply with the adopted 2021 I-Codes.

5. What if 3/4-inch water service piping is already ordered for a portion of a development?

The Town of Erie expects that developers and builders cancel or re-order water service piping to the extent possible. If the lead time for 1-inch water service piping availability will create a hardship, the Town may grant an exception on a case-by-case basis.

6. Who should be contacted with the Town to determine the water pressure at the main?

Contact the Town of Erie Public Works Department and/or Mountain View Fire Protection District (MVFPD) for this information. 

7. What standard is used to design a dwelling unit fire sprinkler system?

The design and installation of a residential fire sprinkler system shall be in accordance with NFPA 13D or IRC Section P2904.

8. Who will review, approve, and inspect residential fire sprinkler systems?

The MVFPD, by separate Stock Plan and Site-Specific permit application submittal, will review, approve, permit, and inspect residential fire sprinkler systems. MVFPD approval/permit is required prior to Stock Plan approval or Site-Specific permit issuance.

9. When can Stock Plan submittals for review and approval to the 2021 I-Codes begin?

Submittal of complete Stock Plans (all required documents) for review and approval to the 2021 I-Codes are now being accepted. Stock plan submittals shall be approved, and applicable fees paid prior to acceptance of Site-Specific dwelling unit building permit applications.

10. Is there a limit on Site-Specific dwelling unit building permit applications that comply with the 2015 I-Codes prior to Sept. 30, 2023?

Each builder shall be limited to 15 Site-Specific dwelling unit building permit applications per week during the grace period (expiring September 30, 2023) that shall be accepted, reviewed, approved, inspected and a Certificate of Occupancy issued under the 2015 I-Codes. Site- Specific dwelling unit building permit applications submitted during the grace period shall not be eligible for permit extension.

11. Are revisions being considered to the amendments of the adopted 2021 International Energy Conservation Code (IECC)?

Yes, the adopted 2021 IECC amendments are being considered for revision to reflect and align with the State adopted 2021 IECC and amendments. The revision will be presented to the Town Board of Trustees on Aug. 22, 2023, for adoption, becoming effective Oct. 1, 2023. Final draft of the revised 2021 IECC amendments will be available for review on the website soon. Refer to the State adopted 2021 IECC for more information.

12. Will the Town adopt the 2023 National Electrical Code (NEC)?

The 2023 NEC will be presented to the Town Board of Trustees on Aug. 22, 2023, for adoption, becoming effective Oct. 1, 2023.
