Supplemental Appropriation

On Tuesday night, the Board of Trustees considered and approved a request by Town Staff to amend the 2019 budget.
Staff generally presents two supplemental appropriations during the year. The first consists of rollover appropriations that were approved for the prior year budget. The second, presented around November, includes various adjustments that could not be anticipated when the original budget was prepared.

Oil and Gas

Barbara Green, the Town's special counsel on Oil and Gas summarized the provisions of SB 19-181 that affect the Town's regulatory authority and increase the state's responsibility to protect the public impacts of oil and gas operations. For details please refer to the memo from oil and gas counsel

An executive session was scheduled afterwards and, as a result, the Board of Trustees asked that Town Staff provide: additional information regarding a public engagement process; a draft moratorium for June 25, research for a policy statement, and priorities for addressing issues, ongoing sites, and future developments. The Board also encouraged an increase use of technical consultants.
