The Board approved a resolution authorizing the award of a Design Consultant Contract for the Town Hall Expansion Project to Oz Architecture in the amount of $754,774 to be paid from the Town’s Public Facilities Impact Fund. With this approval, the Town will continue moving forward on the proposed 40,000 square foot expansion to the existing Town Hall located at 645 Holbrook Street in Historic Downtown.An expanded Town Hall will accommodate our growing community; allow for easy access to the frequently desired services and will encourage and support the economic success of our community for the foreseeable future. Additionally, this action builds on the previous commitments made by the Board to keep Town Hall as an anchor in Downtown.Planning for the Town Hall Expansion Project has been in the works for several years and is the product of study and design. The proposed Town Hall Expansion is the building for the Erie of today and tomorrow. The need exists. The need is real.NEXT STEPS: In the coming weeks, staff will work with the Town’s bond counsel to draft a ballot measure to fund the hard costs associated with the actual construction of Town Hall Expansion Project for the April 3, 2018 Regular Municipal Election. In an effort to hold down costs to taxpayers, staff is using existing reserves in the Public Facilities Impact Fund to pay for soft cost such as the design work approved at last night’s meeting. The Board will consider adoption of the ballot measure in January of 2018.At this time it is estimated that servicing the debt for the Project will be less than 1 Mill. Based on current Assessed Valuation of the Town, if you own a $400,000 home, your cost would be approximately $9 per year.The Town is developing a responsible, conservative plan to finance the project and at each step along the way, we will continue to look for opportunities to keep project costs as low as possible.BACKGROUND: At the May 9, 2017 meeting the Board of Trustees awarded a Consultant Contract to OZ Architecture, and at the September 12, 2017 meeting the Board of Trustees awarded a pre-construction agreement to Fransen Pittman. These two agreements have allowed Town staff to work with Fransen Pittman, Oz Architecture and several trade subs to evaluate factors related to construction costs, preliminary project schedule, construction feasibility, selection of materials, building systems and equipment allowing for a construction cost estimate of $13.4 million.

The Board of Trustees recognized four local Boy Scouts for their completion of their Eagle Scout Service Projects this year during Tuesday night’s meeting. These young men worked with Town staff to identify needs and coordinate these projects that benefit the whole community.
During last night’s Board of Trustees meeting, the Board approved a resolution authorizing a contract with Design Workshop, Inc. for the I-25 & Erie Parkway Master Plan in the amount of $449,841.00. This Master Plan will cover the 1,280 acres of land located at the northwest corner of I-25 and Erie Parkway.
The Town’s intent is to create a regionally-scaled retail and employment center at Erie’s eastern gateway servicing the Northern Colorado marketplace. A key requirement for the project will be the establishment of a truly unique place - one that will provide for the integration of land uses, multiple modes of transportation, incorporation of particular architectural elements and the efficient use of both public and private spaces.
BACKGROUND: The Town received eight responses to the Request for Qualifications issued in April of this year and selected three finalists for interviews. Design Workshop, Inc. was selected as the Town’s preferred consultant. In August, Town staff met with the Design Workshop team to begin the visioning process and develop a draft scope of work. During their November 7th Study Session staff and the consultant presented this transformational opportunity and the Board directed staff to move forward with this project.
Design Workshop is a land planning, landscape architecture, urban design and strategic services firm in business for almost 50 years. Design Workshop has planned numerous mixed-use districts including Riverfront Commons in Denver and Horizon City Center in Aurora. As the lead consultant, Design Workshop will provide project leadership, market feasibility and land planning services. Gensler, an urban design and architectural firm will aid Design Workshop with the development of the Master Plan and architectural character of the district. Joining them is Calibre Engineering who will provide transportation and civil engineering services. MilesBrand will provide the branding of the district as well as communication tools and packages for the Town’s story to be heard in a competitive marketplace.
