Town of Erie Urban Renewal Authority
On October 11, 2011, the Board of Trustees established the Town of Erie Urban Renewal Authority (TOEURA). Colorado law gives cities and towns the right to form urban renewal authorities which empowers them with certain tools, including eminent domain and tax increment financing, to encourage economic vitality and improve the public safety of an URA project area. The Town of Erie Board of Trustees serves as the officers of the TOEURA.

Carolynne C. White of Brownstein Hyatt Farber Schreck serves as Counsel for the Town of Erie Urban Renewal Authority and is an expert on Urban Renewal law within the State of Colorado. From 1999 to 2004, Ms. White was the staff attorney for the Colorado Municipal League (CML) during which time she literally wrote the book “Urban Renewal in Colorado” for CML.

“Erie has a particularly impressive history of working cooperatively with the other taxing bodies to make sure all their concerns are addressed and the appropriate inter-governmental agreements are entered into,” Ms. White said. “Erie is a model for how other communities say they think things should operate; We should be real proud of that,” White said.

Anne Ricker, Principal of the consulting firm Ricker/Cunningham is a member and speaker for the Urban Land Institute, International Downtown Association and American Planning Association. Anne focuses on assisting communities and the investors within them by preparing strategies for development and redevelopment. Over the last 23 years, Anne has been engaged by 36 of the 48 active urban renewal authorities in Colorado and has completed more than 60 assignments involving urban renewal resources in Colorado and other states. In addition, she authored a report on the impact of urban renewal in Colorado in 2010, testified before the Colorado Legislature on the 2014 and 2015 urban renewal bills and has written numerous technical articles on the subject of urban renewal and redevelopment.
